Oz likes dressing nice thanks to being brought up in a stuffy, noble household. He's not too obsessed, (he still likes comfort over beauty), but he takes especial care to always present himself neatly when he's with company. (Also, Gilbert helps!)

Obviously in Haven Oz can't strut around in noble clothing 24/7.... And even though he's been through his coming-of-age ceremony, Oz still wears boy shorts (up to his knees) in Haven. His outfits in Haven mostly consist of: long socks, sensible shoes (boots), long-sleeved blouses (NO MORE T-SHIRTS IT'S COLD AS HECKA NOW), a thin jacket, the mittens that Break knitted for him, and Jack's pocket watch. (he might also wear a tie too, except he's not good at tying them so at most he'll have like this knotty thing around his neck)
